Planning restrictions on petrol station may be lifted

The lifting of planning restrictions for a second petrol station in Bourne have been recommended for approval despite objections.

The plans are due to be discussed at South Kesteven District Council’s development control meeting on Tuesday.

Land agents Temple Garth has entered a reserved matter application for a petrol station, Subway sandwich bar and a Spar shop at a site in South Road, on the outskirts of Bourne. It has also applied for permission for the station to operate 24 hours a day.

The station has outline permission but only to operate between 6am and 11.30pm.

District council planning officers have recommended the restriction on the petrol station’s operating hours be lifted and the project approved.

Bourne Town Council does not object to the application however Thurlby Parish Council does, citing concerns over light from the station affecting neighbouring residents and feels it would have “a detrimental effect on the rural aspect of the area.” The parish council has no objections to the opening hours to be from 6am to midnight.

Six members of the public also submitted letters all objecting to the scheme.

Planning officers are recommending the restrictions are eased following a noise assessment. The report concluded that given the distance to neighbouring properties, the nearest of which would be 60m from the forecourt, it would not have a detrimental impact through noise that would be generated.

It is recommended that restrictions remain on night-time fuel delivery, and use of noisy equipment like the car wash.
