Rejection of homes plan on the cards in Morton
A planning application to build 34 new homes in Morton has been recommended for refusal after residents objected.
An application by developers Larkfleet Homes to build the houses, including 12 affordable homes, on land off Bourne Road, in Morton, will be discussed by South Kesteven District Council’s development control committee on Tuesday.
Planning officers have recommended the plans be turned down because it is a greenfield site which is outside the village and away from the main facilities.
The report said building in this location to the south of Morton, the centre of which is designated a conservation area, would “encroach on the open countryside” and “fundamentally change the existing linear pattern of development of the village” which is identified as a key characteristic of Morton.
The district council’s conservation officer had raised concerns about the impact of the development on the village.
The planning officers said the layout of the houses on the estate and design of the homes could contribute to the village’s distinctiveness being lost.
Morton and Hanthorpe Parish Council has objected to the application because it is concerned about the impact additional traffic would have on the village, the lack of available local school places and concern about provision of a safe pedestrian crossing on the A15.
The parish council also believes the houses would be out-of-character with the rest of the village.
In a letter of objection, the parish council asks the district council to refuse the plans.
Ten letters of objection have also been submitted by residents.
The highways department at Lincolnshire County Council requested a transport assessment which had not been submitted with the application.
The headteacher at Morton Primary School George Trafford has also written to the district council, raising concerns about the impact of additional traffic on a “dangerous road.” He said he had asked for discussions with the developer on the impact on school places.
The parish council held an extraordinary meeting to discuss its concerns in January, before it submitted its objection to the district council.
