Bus pass question

Will someone please explain why I have to get two singles with my bus pass for a journey to Peterborough and back, when a return was always cheaper.
I notice the ticket has South Kesteven District Council going but Peter-borough City Council on the return ticket. Which council is paying for these journeys?
