Recycling centre delay

Why the delay in building the overdue and much-needed recycling facility for Stamford?
I seem to recall reading in the Mercury some time ago that negotiations with the landowner were not proceeding as had been hoped.
Could we be told who he or she is and when these negotiations are likely to be concluded?
I am sure that no-one with the interests of Stamford at heart would even think of delaying an agreement in the hope of securing a higher price.
