Two men were arrested after refusing to let police officers enter a business premises in Oakham to carry out a routine licensing check.
Police said the men locked all the doors to the business in Mill Street and stopped police and a licensing officer completing the checks on Friday.
Both men were arrested, with one receiving a caution for obstructing officers in the line of duty. The other man was arrested for an immigration offence.
The UK Border Agency has confirmed he is Zimbabwean and has overstayed his visa. A spokesman said steps were being taken to remove him from the country.
Police refused to name the premises involved.
