Affordable housing will be a priority for the new St Martin's Park development in Stamford.
The leader of South Kesteven District Council, Kelham Cooke, made the pledge during a speech about housing needs on Tuesday.
He said key workers who have kept the country running during the coronavirus pandemic deserve the chance to make their homes here.
